REPORT: POOR BUDGETING HAMPERS SECURITY

      When it comes to security budgets, organizations struggle, says a new Forrester Research report, "How Much Security Is Enough?"

      Of 50 security executives surveyed at organizations with more than $1 billion in revenue, 40 percent say their organization's security spending is improperly focused; 42 percent also say it's inadequate for 2003.

      Too often, writes Forrester analyst Laura Koetzle, security incidents drive new technology purchases, protecting "against attacks that have already happened" and neglecting more pressing concerns.

      Yet when 60 percent of respondents say they don't know how much security incidents cost their businesses every year, do security people even have the right language for communicating budgetary needs?

      The security budget process is "broken," says Pete Lindstrom, research director for Spire Security, because organizations haven't mastered the basics. "We don't know how much we spend today, we don't know what value it provides us, and therefore we can't determine whether we've been successful and how much to apply tomorrow."

      Forrester recommends companies divorce themselves from a reactive mentality by using threat scenarios, and zero-based budgeting to constantly reassess where money goes and what it's addressing.
